Recognising the importance of scientific and technological know-how in knowledge-intensive industries, especially in resource-scarce countries like Germany, the foundation's scholarships for doctoral candidates are designed to be a crucial productivity factor.

The German federal government also supports universities and non-university research institutions through the "Excellence Strategy" and other funding instruments, creating conditions for high-quality research.
