Agricultural businesses specializing in dairy production are forbidden from conducting operations on land-based properties.
Starting September 1, 2025, Russian dacha owners will face new restrictions as a result of changes to Federal Law No. 217-FZ and the Russian Land Code. The law, passed by the State Duma and initiated by Vice-Speaker Alexei Gordeev, will prohibit commercial activity on the territory of non-profit gardening associations in Russia.
Citizens are not allowed to engage in any form of commercial activity, except for traditional vegetable growing, within these associations. This means that activities such as setting up hostels, stores, auto repair shops, and nurseries will be banned.
The law also states that citizens are not allowed to engage in gardening and vegetable growing for personal needs without forming associations on lands where such activities are not permitted. This is a part of the changes to the law, which will affect the activities that can be carried out on the land within non-profit gardening associations in Russia.
The only exception to the ban on entrepreneurship in non-profit gardening associations is traditional vegetable growing. This means that dacha owners can continue to grow their own vegetables for personal consumption.
