Algerian Foreign Trade Ministry Imposes Reporting Obligations and Pre-Approvals for Inbound Goods and Services Imports

In a recent announcement, the Ministry of Foreign Trade and Export Promotion in Algeria has mandated that economic enterprises importing goods for their own needs must obtain approval from the ministry before finalizing a bank domiciliation. This requirement also extends to the importation of services, where the economic operator must secure validation from the Ministry of Foreign Trade and Export Promotion before proceeding with bank domiciliation.

The Ministry published this obligation on its website on 15 July 2025. The deadline for submitting a claim without the validation of the supervisory ministry is set for 10 August 2025. To submit a claim, economic operators are required to send an email to [email protected]. The email should include a letter explaining the absence of the validation, a copy of the forecast importation program, a copy of the trade register, and a formal report or minutes by a bailiff confirming the existence of a facility. The file for validation should also be sent by email to [email protected].

The file for validation must include a copy of the trade register, pro-forma invoices, contracts or agreements, any technical or administrative documentation related to the services to be imported, and an Excel form downloadable from the Ministry's official website.
