The Russian traffic authorities have announced a series of changes set to take effect from September 1, affecting vehicle inspections, registrations, and driver's licenses.

The State Traffic Inspectorate (GIBDD) will be responsible for a new 500-ruble fee for vehicle inspections, which oversees vehicle safety checks and related fees in Russia.

In addition to the new inspection fee, motorists can expect increased costs for other services. The fee for obtaining a vehicle passport has risen to 1,200 rubles, and registering a vehicle now costs 3,000 rubles. The cost of obtaining a driver's license has increased to 4,000-6,000 rubles. A certificate for modifying a vehicle's construction will now cost 3,000 rubles.

Special transport belonging to the Federal Security Service and the Ministry of Internal Affairs have been exempted from temporary restrictions for trucks. Vehicles with special signals will receive additional privileges, requiring motorists to change lanes or pull over when approaching them. Failing to yield to these vehicles can result in a fine of 7,500-10,000 rubles or license suspension for 6-12 months.

The updated list of contraindications for driving vehicles, approved by the order of the Ministry of Health, comes into effect on September 1. This list includes various diseases that disqualify individuals from obtaining driver's licenses. It is important to note that the existing order already lists conditions such as schizophrenia, epilepsy, intellectual disability, and blindness as contraindications for driving.

The modification of the rules for medical examination of drivers for signs of intoxication has been made. The mandatory retest for a driver with an excessive alcohol content in their breath, previously conducted "after 15-20 minutes," is now conducted "after 15-25 minutes."

Amendments to the Code of Administrative Offenses concern penalties for violating new traffic rules. The penalties for failing to yield to vehicles with special signals have been increased, with fines reaching 10,000 rubles.

There has been some misinterpretation of the documents, with many media outlets reporting that new contraindications were being introduced. However, the existing order already lists several conditions as contraindications for driving.

The new directive provides a more detailed classification of these conditions according to the international ICD-10 system. This system is used globally for diagnosing and classifying diseases and other health conditions.

These changes aim to improve road safety and traffic management in Russia. Motorists are advised to familiarise themselves with the new rules and regulations to avoid any penalties.
