Community leaders in the Community of Madrid are set to conduct a performance appraisal for its officials

The regional government of Madrid has approved a decree to regulate the system of evaluation for public employees, marking a significant shift in the administration's approach to performance management. This innovative evaluation system, the first of its kind in this context, was presented by the Minister of Presidency, Miguel Ángel García Martín.

The decree establishes a progressive and voluntary five-level system, designed to promote excellence in citizen attention and foster career development. The evaluation will affect civil servants, labor, and temporary staff in the administration and services sector of the Community of Madrid, with around 40,000 people expected to be covered by the new system, set to take effect next year.

Under this new system, workers can accumulate merits based on labor performance, training, public service commitment, demanding positions, and low absenteeism. The annual and compulsory performance of employees will be measured using a systematic, general, and integrated model.

The evaluation system aims to reward successful performance, with workers' progress in their professional career, payment of a productivity supplement, and mobility/internal promotion all dependent on their evaluations. A minimum time of permanence in each step is required to advance to the next level.

Repeated insufficient or inadequate evaluations may lead to dismissal or removal from a position, as was the case with previous labor evaluations. The agreement was signed last December by the Madrid president, Isabel Díaz Ayuso, and trade unions CSIT-Unión Profesional, CC.OO., CSIF, and UGT.

This new evaluation system is expected to bring about a more efficient and effective public administration, with a focus on excellence and continuous improvement. The worker's performance will influence mobility and internal promotion, with successful evaluations leading to advancement and additional economic compensation.
