Compulsory military service to be implemented imminently
The German Cabinet has approved a bill to establish a National Security Council (NSC) and introduce a new military service, marking a significant step forward in enhancing the country's national security.
The NSC, to be presided over by Chancellor Friedrich Merz, will serve as a control center designed to meet in crisis situations and make quick decisions, as well as develop strategies for threat situations. The council will function as a crisis management and strategic development body.
The Chancellor expressed great satisfaction with this development, while Defense Minister Boris Pistorius hailed it as a "huge step forward." The NSC's members include key ministers such as the Chancellor, Vice Chancellor and Finance Minister Lars Klingbeil (deputy chair), Foreign Minister, Interior Minister, Justice Minister, Minister for Economic Affairs and Energy, Defense Minister, Minister for Economic Cooperation and Development, Minister for Digital and State Modernization, and Chief of the Federal Chancellery. Representatives from federal states and international organizations can also be invited, marking a novelty in composition.
Contrary to some speculations, the NSC is not directly related to the possibility of compulsory conscription in the military service. However, the bill does include a provision for conscription if enough volunteers are not found. It is important to note that conscription, though suspended in 2011, remains enshrined in the German Constitution.
The new military service, if passed, will remain voluntary. The bill is part of an effort to strengthen the German army, with the threat posed by Russia mentioned by Chancellor Merz in relation to the bill.
If passed, the law will come into effect on January 1, 2026. The establishment of the National Security Council is a separate decision from the bill to strengthen the German army, although both are related efforts to enhance national security.
