Construction Sites in Dresden Under Financial Oversight for Exploitation of Black Workers in the Building Industry

Construction sites in Dresden under HZA-DD supervision face allegations of mismanaged finances and exploitation of construction workers.

The Main Customs Office Dresden recently carried out a focused inspection in the construction industry on June 16, 2025. The operation, which involved over 100 customs officers, was aimed at ensuring compliance with minimum wage regulations, preventing fraudulent social security claims, and verifying that all requirements for the employment of foreigners are met.

Heike Wilsdorf, the press spokesperson at the Main Customs Office Dresden, stated that the inspections identified a total of 65 cases requiring further investigation by the Financial Control Schwarzarbeit. Suspected violations of minimum wage regulations, evasion of contributions, and employment of foreigners were among the cases identified during the inspection.

A total of 260 employees from 60 companies were encountered and questioned during the operation. Heike Wilsdorf, who can be contacted for information regarding customs operations and incidents in the Dresden area via telephone at 0351-4644-1044 or email at [email protected], explained that the construction industry is particularly affected by black work and illegal employment, with complex company structures, evasion methods, and concealment requiring a risk-oriented approach and meticulous investigation.

All employers with a registered office in or outside Germany are obligated to pay the minimum wage if they employ workers in Germany. The Main Customs Office Dresden is the responsible authority for enforcing minimum wage regulations in the construction industry. The office's website, www.zoll.de, provides more information about customs operations and regulations.

The Main Customs Office Dresden serves as a key player in maintaining fair labour practices and ensuring social security contributions are paid in the Dresden area and beyond. By conducting these focused inspections, the office is working to protect both workers and legitimate businesses from the negative effects of black work and illegal employment.
