In the city of Ludwigshafen, the second-largest city in Rhineland-Palatinate, Germany, the upcoming city head election on September 21 is shrouded in controversy. The city's election committee, along with the Administrative Court of Neustadt/Weinstraße and the Higher Administrative Court of Rhineland-Palatinate (OVG), have excluded Joachim Paul, an AfD politician, from the race, citing concerns about his loyalty to the constitution.

The decision to exclude Paul was based on a letter from the Ministry of the Interior in Mainz that compiled public statements by Paul, which suggested a proximity to the New Right and overlaps with right-wing extremism, as stated by Interior Minister Michael Ebling and the head of the Department of Constitutional Protection, Elmar May.

Paul, however, has rejected these accusations against him. He has announced plans to take further legal action against his exclusion from the election.

The OVG decided that there are sufficient indications that Paul does not provide assurance that he will always stand up for the free democratic basic order in the sense of the Basic Law. This decision followed a series of appeals against the initial decision by the city's election committee.

If no candidate in Ludwigshafen receives over half of the valid votes on September 21, a runoff election will be held on October 12. The candidates who will run in this runoff election will be the two candidates who received the highest number of valid votes in the first round, listed in the order of their first-round vote counts.

Approximately 122,000 people are eligible to vote in Ludwigshafen, making this a significant election for the city's future. The exclusion of Paul has added a contentious element to the election, with many questioning the fairness of the process.

This election in Ludwigshafen serves as a reminder of the importance of upholding democratic values and the rule of law, especially in times of political division. The outcome of this election will undoubtedly have a significant impact on the city and its residents.
