The Rt Hon Nick Thomas-Symonds MP, a high-ranking British government official and Member of Parliament (MP), has submitted a Recommendation for a Council Decision regarding ongoing negotiations between the European Union (EU) and the United Kingdom.

The Recommendation, as stated, is for a Council Decision and aims to authorize the opening of negotiations on two key matters. Firstly, the negotiations aim to link the United Kingdom's greenhouse emissions trading system with the Union's greenhouse emissions trading system. This move is part of a broader effort to combat climate change and reduce carbon emissions.

Secondly, the negotiations are about establishing a common sanitary and phytosanitary area between the EU and the United Kingdom of Great Britain and Northern Ireland. This common area pertains specifically to Great Britain and is intended to ensure the maintenance of high standards in food safety and animal and plant health.

Nick Thomas-Symonds, who holds the positions of Minister for the Cabinet Office, Minister for the Constitution, and Minister for European Union Relations, signed the explanatory memorandum concerning the European Commission recommendation for a Council decision. The Commission's Recommendation was issued to open negotiations between the EU and the UK on these specific matters.

It is noteworthy that the common sanitary and phytosanitary area and the linking of greenhouse emissions trading systems pertain only to Great Britain. The negotiations involve the European Union and the United Kingdom of Great Britain and Northern Ireland.
