In the heart of Germany, Baden-Württemberg is making strides in ensuring medical care in rural areas through a collaborative effort involving the Baden-Württemberg Association of GPs, AOK Baden-Württemberg, and the state government. This partnership is crucial in addressing the unique challenges faced by rural healthcare.

The Cabinet Committee on Rural Areas, a key player in this initiative, proposes necessary measures to the ministerial council or determines them within its scope of tasks. This committee, focusing on promoting equal living conditions, infrastructures, and working conditions throughout the country, has been instrumental in supporting innovative projects like the HÄPPI concept.

The HÄPPI concept, 'Primary Care Centre - Interprofessional Patient Care', is an innovative approach to optimize and develop primary care in rural areas. It utilizes digital technologies to make practice organization and diagnostics more efficient, freeing up more time for GPs to address the increasing number of chronically and multiply ill patients, particularly focusing on complex cases.

The Ministry of Food, Rural Areas and Consumer Protection Baden-Württemberg has supported the pilot phase of HÄPPI within the framework of the Cabinet Committee on Rural Areas. During this phase, the HÄPPI concept was tested in ten primary care practices across the state, with the Cabinet Committee providing support.

Dr. Jan Fedorcak, a GP in Schwäbisch Hall, is one of the practitioners testing the HÄPPI concept as part of a statewide project. The goal of the pilot phase was to identify opportunities and challenges in implementing the HÄPPI concept. Findings from this phase were compiled in a best practice handbook for interested primary care practices.

The successful cooperation of these entities, coupled with the support of the Cabinet Committee on Rural Areas, is setting standards for the future of healthcare in Baden-Württemberg. The federal government, recognizing the importance of primary care physicians, is demanding a stronger role for them to relieve the overburdened healthcare system, a goal already achieved through initiatives like the Primary Care-Centered Supply (PCC).

The HÄPPI concept also aims to increase the attractiveness of the GP profession by involving healthcare professionals more strongly in patient care. Digitalization, Health, and Rural Areas are important areas of focus for the Cabinet Committee on Rural Areas, demonstrating their commitment to modernizing healthcare in Baden-Württemberg.
