Bundestag Vice-President Omid Nouripour has expressed his views on the ongoing conflict in Ukraine and the potential role of Europe in providing security guarantees for the country.

In a series of statements, Nouripour has emphasised the importance of Ukraine's self-determination, including the free choice of alliances. He has also made it clear that he views territorial concessions critically, particularly a complete takeover of Donetsk by Russia and the removal of all Ukrainian positions there.

Nouripour has called for resilient security guarantees for Ukraine that would not rely on American involvement. He believes that Europe must focus on substantial, material security measures rather than relying on the unpredictable stance of leaders like Donald Trump during negotiations.

If there are security guarantees as part of a concrete plan in the course of negotiations, Nouripour believes that Germany should participate. He also warns against false expectations and sees Germany as potentially responsible for any security guarantees for Kyiv.

Nouripour welcomes talks between US President Donald Trump, Ukrainian President Volodymyr Zelensky, and European states about the resolution of the war in Ukraine. However, he does not believe that Kyiv would agree to a plan that involves territorial concessions.

Nouripour has also been cautious about the premature advocacy for Western security guarantees for Ukraine by figures like Marco Rubio. He maintains that the Ukrainian President, Volodymyr Zelensky, must decide alone, without Western influence, on the plans for his country.

In a photograph taken by Stefan Kaminski on August 18, 2025, Nouripour reiterated his stance that he would not sign any paper stating that Ukraine may never join NATO, even if US President Trump had excluded it.

Nouripour's views underscore the importance of Europe's ability to support Ukraine without the American side, if necessary. He believes that Europe must be capable of providing robust security guarantees to Ukraine, regardless of the unpredictability of international politics.

These statements by Nouripour provide a clear indication of Germany's potential role in the ongoing conflict in Ukraine and the future of the country's relationship with the West.
