The European Parliament is currently engaged in budget negotiations, with the discussions taking place in Brussels as depicted in a recent photo from dts Nachrichtenagentur. The talks, which have been ongoing since July, have seen various points of contention arise.

One of the main areas of debate revolves around a new mechanism to halt the payment of EU funds if the rule of law is not functioning in the recipient countries. This stringency of this mechanism has been a subject of discussion.

On Wednesday, the German government presented a compromise proposal to the European Parliament. This proposal suggests significant increases for some EU programs, with the potential for up to nine billion euros being added to the budget.

The MEPs have demanded such increases for various EU programs, and the compromise proposal aims to address these demands. The additional financial resources, as proposed by the German government representative Michael Clauß, are intended for EU programs in areas such as research and innovation, digital transformation, environmental protection, and defense.

Since July, Germany has been the rotating president of the Council, and the German EU ambassador represents the member states in these negotiations. The EU summit in July agreed on a budget of 1.074 billion euros for the seven years from 2021 to 2027, plus a 750 billion euro COVID-19 recovery fund.

The additional funds, as proposed by the compromise, would be provided by reshuffling within the budget. The seventh round of negotiations with the Parliament is scheduled to take place on Thursday. The outcome of these negotiations could have significant implications for the future of EU programs in key areas.
