Exploring Model Living Conditions in Digital Era: Case Studies on Housing Associations

The iConnect programme, a pioneering initiative aimed at enhancing digital inclusion, has made significant strides in improving the lives of many participants across Wales.

In Monmouthshire, the pilot of the iConnect programme reported a reduction in pressure on the Monmouthshire Housing Association's services, while simultaneously improving the confidence, wellbeing, and independence of numerous participants. The programme distributed 39 digital devices, enabling residents to reconnect with family and pursue creative interests.

The Monmouthshire Housing Association, supported by the MDLS Grant Pilot, assisted tenants with key welfare and technological transitions, such as the migration to Universal Credit, the digital telephone switchover, and the introduction of smart door entry and alarm systems.

Meanwhile, in North Wales, the pilot highlighted valuable lessons. Challenges including sustainability, rural connectivity, and isolation were recognized, as well as the importance of ensuring participant engagement, providing tailored and trauma-informed training, ongoing support, simplified evaluation tools, and embedding digital inclusion into everyday housing support. The Digital Officer of North Wales Housing Association collaborated with Digital Communities Wales to provide basic digital skills support to 25 residents and distribute 8 digital devices.

The iConnect pilot also identified the potential to support other vulnerable groups. Despite challenges around participant retention, complex participant needs, and staff absences, the North Wales Housing Association pilot successfully overcame these hurdles.

In response, the North Wales Housing Association plans to embed digital inclusion into wider services and provide ongoing digital support through iConnect. They also aim to maintain partnerships with digital inclusion organisations and explore device lending schemes.

The Welsh Government is currently testing a 'minimum' digital standard through pilot projects like iConnect. Organisations can use this information to identify gaps and offer support where needed. Applicants of these projects are asked to assess at least 20 households for reliable internet access, suitable devices, and basic digital skills based on the MDLS.

Monmouthshire Housing Association, too, intends to continue its commitment to digital inclusion by maintaining partnerships with digital inclusion organisations and exploring innovative solutions to bridge the digital divide. The iConnect programme serves as a testament to the transformative power of digital inclusion in improving the lives of vulnerable individuals.
