Fintech Alliance.PH Envisions a 2028 Digital Inclusion Agenda, Scaling Up 80x80 Initiative
Lito Villanueva, the Chief Innovation and Inclusion Officer at Rizal Commercial Banking Corporation (RCBC) and the Founding Chairman of FinTech Alliance.PH, recently introduced the FinTech Alliance 4T Framework at the Manila Tech Summit 2025.
FinTech Alliance.PH is an organisation that brings together fintech enthusiasts, entrepreneurs, companies, investors, and policymakers to foster growth, innovation, and collaboration in the fintech sector. The aim is to make financial services more accessible, convenient, and inclusive.
The FinTech Alliance 4T Framework consists of four pillars: 'Tech for Good', 'Tech for Growth', 'Tech for All', and 'Tech for Trust'.
The 'Tech for Good' pillar focuses on consumer protection, with FinTech Alliance.PH having a zero-tolerance policy against the misuse of digital payment platforms for illegal businesses, especially online gambling. The 'Tech for Trust' pillar aims to guarantee integrity in the digital finance sector to build on the Philippines' recent exit from the Financial Action Task Force (FATF) and European Union (EU) anti-money laundering watchlists.
The 'Tech for All' pillar directly supports the "80×80" vision, which Villanueva described as "more than a target. It's a movement". The new "80×80" vision aims to significantly increase digital financial inclusion and digital retail transactions in the Philippines by 2028. The goal is to have 80% of Filipino adults using digital transactional accounts and 80% of retail transactions conducted digitally by the year 2028.
In his speech, Villanueva stated that exiting the FATF gray list and EU's high-risk list this year was not just compliance, but global validation. He also explained that the Philippines is being positioned as the next fintech hotspot.
FinTech Alliance.PH also announced an industry-led fraud bureau in collaboration with the Bangko Sentral ng Pilipinas and the Securities and Exchange Commission to combat rising cybercrime.
