Advancing Telehealth Beyond COVID-19: A Stepping Stone Towards Modernizing Healthcare

The U.S. House of Representatives has taken a significant step towards modernizing the healthcare system by passing the Advancing Telehealth Beyond COVID-19 Act of 2022 with a nearly unanimous vote. The bill, if passed by the U.S. Senate and signed by President Joe Biden, would extend telehealth waivers through December 31, 2024, ensuring the continued expansion of telehealth services beyond the COVID-19 pandemic.

The bill clears Medicare beneficiaries to continue receiving telehealth services at any site, regardless of type or location. This flexibility, initially provided by the Centers for Medicare & Medicaid Services during the pandemic, has been extended every three months since the emergency was declared. The expanded use of telehealth services has proven to be a crucial lifeline for many, particularly in rural and underserved communities, where access to quality healthcare can be limited.

The Advancing Telehealth Beyond COVID-19 Act of 2022 aims to address this issue by modernizing the healthcare system to expand access to quality, affordable care. It allows various healthcare professionals, including occupational therapists, physical therapists, speech-language pathologists, audiologists, behavioral health providers, hospice physicians, and nurse practitioners, to continue furnishing telehealth services.

The bill also permits the continued use of audio-only technology for behavioral health services, recognising the importance of continuity of care for mental health patients. Moreover, it lets hospice physicians and nurse practitioners complete certain requirements relating to patient recertifications via telehealth, further enhancing the convenience and accessibility of healthcare services.

The bill has been referred to the Senate Finance Committee by the U.S. Senate on July 28, and it may be debated in the Senate in late 2022 or early 2023. Kyle Zebley, executive director of ATA Action, has issued a press release in support of the bill, emphasising its potential to revolutionise healthcare delivery in the U.S.

However, the uncertainty around the continued expanded reimbursement for telehealth services has led to a "telehealth cliff" in healthcare. The Advancing Telehealth Beyond COVID-19 Act of 2022 seeks to address this issue, providing a stable foundation for telehealth services to continue to thrive and evolve, benefiting both patients and healthcare providers alike.

In conclusion, the Advancing Telehealth Beyond COVID-19 Act of 2022 is a significant step towards modernizing the U.S. healthcare system, particularly in rural and underserved communities. The bill, if passed and signed into law, would not only extend telehealth waivers but also pave the way for a more accessible, affordable, and convenient healthcare system for all Americans.
