New Trump Tax Law's Gambling Loss Deduction Under Scrutiny at Las Vegas Field Hearing

A field hearing by the House Ways and Means Committee took place in Las Vegas on Friday, 25th July 2025, to discuss the implications of the new Trump tax law on Nevada's commercial casinos, iGaming, sports betting, tribal gaming, and taxes. The event, held at YESCO, began at 10 a.m. local time.

During the field hearing, Nevada Representative Dina Titus, the bill's sponsor, used the opportunity to advocate for her FAIR Bet Act (HB 4303). The Act, introduced on July 7, aims to repeal the provision in the new tax law that reduced the deductibility of gambling losses from 100% to 90%.

The FAIR Bet Act, with 10 sponsors from both Democrats and Republicans across various states, seeks to restore the full 100% deduction for gambling losses. Rep. Titus argues that the current limitation unfairly taxes money not actually earned and could negatively impact Nevada’s gaming economy.

While the FAIR Bet Act has garnered strong bipartisan support, it has not yet been scheduled for a formal committee hearing in the current Republican-led Congress. Only invited witnesses participated in the field hearing, and written testimony could be submitted by others.
