Individuals traversing children unsafely could face fines of up to 100,000 Baikal units for their unsecured transportation.

In a significant move towards ensuring the safety of children in vehicles, Russia has introduced new child safety rules that prohibit the use of alternative fixation methods and emphasize the importance of proper use of full-fledged car seats and boosters.

Starting from September 1, 2025, passengers will face fines of up to 100,000 rubles for unsafe child transportation in vehicles. This includes the use of unreliable fabric fixators, such as various harnesses, adapters, and "no-frame" seats, which pose a real choking hazard for children in vehicles. The use of these prohibited methods can be fatal due to the risk of the seat belt shifting towards the child's neck during sudden braking.

Private drivers will face fines of 3,000 rubles for violations of the new child safety rules. Organizations and taxis, on the other hand, will face significantly higher fines of up to 100,000 rubles for violations. This means that taxis should no longer have space for dangerous fabric fixators due to the significant fines for violations.

If violations are found, passengers are advised to make a note to the driver. If the situation is not corrected, passengers should contact the taxi park.

Tatiana Buksova, the First Deputy Chair of the State Duma Committee on Family Protection, Parenthood, and Children's Affairs, has been instrumental in the introduction of these new rules. However, the name of the person responsible for introducing these rules remains unclear.

It is essential for passengers to closely monitor compliance with the new child safety requirements. Passengers are also advised to ensure that suitable devices are used for child safety in vehicles. The new rule does not specify the penalties for using full-fledged car seats and boosters improperly.
