International justice is on the horizon following the UN development conference: outlining essential measures to implement
The 4th UN Conference on Financing for Development in Seville has concluded, with a broad coalition of states, excluding the USA, agreeing on a joint declaration. The German government, led by the SPD-led Development Ministry under Minister Reem Alabali Radovan, is expected to play a significant role in this global commitment.
The German coalition government has pledged to provide solid financing for development cooperation instead of cuts, as proposed in the government draft of the 2025 federal budget. However, the 2025 budget plan includes about one billion euros less than the previous year, reflecting cuts compared to earlier funding levels.
Claudia Roth, a spokesperson for development policy, emphasised the importance of adequate public financing for development cooperation. She also highlighted the German government's responsibility to contribute ambition to development financing and create a clear implementation roadmap.
Schahina Gambir, the chair of the committee for economic cooperation and development, reiterated the 0.7% target as a significant concern. The target, which represents 0.7% of a country's Gross National Income dedicated to official development assistance, has been a long-standing commitment for many countries, including Germany.
The joint declaration also includes stronger lending by multilateral development banks and plans for reform of the international financial architecture. Germany's initiatives to mobilize private capital and strengthen tax systems in developing countries are mentioned, as well as a commitment to combat tax evasion.
However, the final declaration has been criticised for placing too much emphasis on the private sector and for lacking concrete deadlines and verifiable intermediate targets. Governments, including Germany, are not held sufficiently accountable in the final declaration.
The German government must now translate its claims into action regarding international commitment to multilateralism. It is crucial for Germany to ensure fair debt relief, provide fair financing for development cooperation, and contribute to global stability, climate justice, and the creation of fair and secure livelihoods worldwide. The urgency of global tax justice should not be overlooked in these initiatives.
