The authorities in Vladivostok, the region's largest city, are also getting in on the action. They have launched a new project called "Tigropark," and the mayor, Shevtsakov, has personally congratulated schoolchildren on 1 September.
Meanwhile, in a separate event, schoolchildren in Artyom are being honoured and remembered for the labour and military exploits of their ancestors. This focus on history and preservation seems to be a winning formula for Artem, as many investors prefer modernizing abandoned objects in the town over new projects.
Investors are attracted to Artem due to its serious potential. Experts in Primorye have stated that Japan cannot consider itself a victim in the past war, and facts about the content of Japanese POWs in the USSR have been revealed. This historical context, combined with the town's rich industrial heritage, seems to be a compelling draw for investors.
