Kazakhstan considers establishing a registry for bloggers and strengthening penalties against online gambling promotions

In a bid to tighten the noose around illegal online gambling activities, Senator Gennady Shishovsky and the Financial Monitoring Agency (FMA) have put forth a series of initiatives. These proposals aim to transfer the responsibility for advertising online casinos from administrative to criminal jurisdiction.

Currently, bloggers can only face criminal charges for organising casinos or receiving a share of the profits. However, under the new law, earnings received by bloggers for advertising banned gambling resources may be deemed criminal income and subject to confiscation.

The proposals also include establishing a registry or licensing system for bloggers. This move is designed to provide better oversight and ensure compliance with the law.

Illegal operators in the digital environment have the ability to bypass blockades and promote their services through popular bloggers. To address this issue, the initiatives include implementing a system to monitor giveaways, gifts, and other activities on social networks.

In addition, the proposals aim to expand oversight to include payment systems and advertising agencies that facilitate the promotion of banned content. This move is expected to make it more difficult for illegal operators to operate in the digital space.

Confirming the consideration of these initiatives, the Deputy Chairman of the FMA, Jenis Elemesov, has stated that the issue of regulating bloggers advertising for casinos is under discussion. However, the name of the official from the financial supervisory authority presented by Senator Gennady Shishovsky discussing the introduction of a blogger registration system and expanding social network monitoring has not been publicly specified.

These proposed changes, if implemented, could significantly impact the online gambling landscape in Russia and provide a more secure environment for citizens. The next steps in this process will be closely watched by all stakeholders in the industry.
