Ministry of Transport in Latvia to implement measures aimed at reducing drunken scooter riding
A series of new measures have been proposed to ensure the safety of rental electric scooter users in Latvia. The changes, which include a logic and reaction test, compulsory civil liability insurance, and a system to prevent rental electric scooter use under the influence of alcohol or intoxicating substances, are set to come into force in the coming months and years.
Starting from 1 July 2023, all rental electric scooter users will be required to have compulsory civil liability insurance (OCTA). This insurance is designed to protect users and other road users in the event of an accident.
To prevent the use of rental electric scooters while under the influence of alcohol or intoxicating substances, a system is planned to be integrated into the rental service provider's app. This system will require users to pass a logic and reaction test before starting a ride. The test is designed to be unpassable for individuals under the influence of intoxicating substances.
The system will apply to rental electric scooters during holiday and weekend nights, when the risk of accidents may be higher. However, it is not yet clear whether the system will be implemented globally or in specific locations, or when it will be fully implemented.
The effectiveness of the system in preventing intoxicated use has not been stated, and it is not clear what the consequences will be for attempting to bypass it. The relevant proposals for amendments to the Road Traffic Law have been submitted for consideration to the Saeima Committee on Economic Affairs, Agriculture, Environment and Regional Policy.
If the provision against rental electric scooter use under the influence of alcohol or intoxicating substances comes into force on 1 June 2026, the responsibility to enforce the law will lie with the Saeima Committee on Economic Affairs, Agriculture, Environment, and Regional Policy.
