New regulations for excavation works to be implemented in Ulan-Ude
In Ulan-Ude, the city administration has announced new measures to enhance the city's aesthetics and maintain order during earthworks. The first deputy mayor for infrastructure development, Sergei Gashiev, shared updates on these initiatives.
From September 1, 2025, new rules for issuing permits for earthworks will come into effect. The city administration will be the issuing authority, and permits will only be granted to the producer of the works, not subcontractors or subcontractors. The applicant must confirm the availability of materials, equipment, and workers.
To ensure safety and order, mandatory protective fences at least two meters high are now required for earthworks. The height of these fences will no longer be allowed to be strings. The duration of earthworks will be limited to 30 days, with extensions only possible by commission decision.
Work within a radius of 1.5 meters from the roots can only be done manually to protect the city's trees. Each tree in the area of work must be protected by a special shield at least two meters high.
Igor Shutenkov, the mayor of Ulan-Ude, has ordered that earthworks should be completed before winter to prevent repairs, which often result in damage to communications when conducted in the colder months.
Fines collected in Ulan-Ude districts may be directed towards beautification projects. In 2024, the total fines were 5 million rubles, and for the first 11 months of 2025, the total fines were already 4.6 million rubles. New fines for delay in restoring beautification have been introduced: 500 rubles for physical persons and 5,000 rubles for legal persons.
In 2023, fines totaling 435,000 rubles were imposed on resource-supplying organizations that conducted earthworks and did not meet the deadline. The committees on economy and finance in Ulan-Ude will consider the possibility of directing collected fines to beautification in districts.
As reported earlier, contractors often damage communications when conducting earthworks in Ulan-Ude. This issue has been addressed in the new rules to ensure a more orderly and safe city environment.
