Regeneration project in Swindon, worth over £30 million, encountering significant delay

In the heart of Swindon town centre, the Fleming Bus Boulevard project, a significant part of a larger £33m regeneration plan, is underway. Initiated in October 2022, this public transport project was proposed to connect the Kimmerfield business district to Fleet Street and Bridge Street, with the aim of encouraging investment into the area.

The project, initially scheduled for completion by 2024, is now expected to be finished in 2025, with a delay of at least a year. Chris Watts, the cabinet member for environment and transport, acknowledged the challenges faced by the team, stating that the project is very demanding.

One of the primary reasons for the delay is the discovery of uncharted utilities, such as gas mains, water mains, and live electricity cables, during the digging process. This has necessitated the involvement of utility companies, adding to the project's cost and delay.

Moreover, the council is responsible for paying to have the utilities moved, contributing to the project's delays and costs. Three 30,000-volt cables were found unexpectedly, further complicating the situation.

Despite the challenges, the project remains focused on its original goals. It includes new cycle and pedestrian routes, as well as plans for a new bus interchange. The delay, however, has allowed for a redesign, with a greater focus on sustainable travel and improvements to the cycling route for safety and connection with Flyer routes.

The areas of Swindon town centre that are part of the project are run down and could benefit from an upgrade. These areas, once completed, are expected to see significant improvements, revitalising the town centre and potentially attracting more investment.

Senior councillors are now predicting a delay of at least a year, with the project potentially completing in 2025. Cllr Watts mentioned that there were pressures on the project when the council took control in May, but did not specify the nature of these pressures.

Construction projects often face delays from unrealistic time estimates, communication issues, weather, and planning or resource changes, which can shift planned completion dates. As the Fleming Bus Boulevard project continues, the community eagerly awaits its completion, looking forward to the anticipated improvements it will bring to Swindon town centre.
