Romania Announces Second Wind Farm Project Auction Under CfD Scheme
The Romanian Ministry of Energy has announced another wind farm project auction under the Contract for Difference (CfD) scheme. This follows the successful completion of the second CfD auction in August 2025, which awarded 2.75 GW of CfD-backed capacity.
The new auction is aimed at projects that were not able to participate in the previous auction, as well as those with sufficient maturity but unable to attend due to a tight deadline. The intended capacity for the new auction is 2 GW, following the approval of only 1.26 GW in the previous auction.
The European Bank for Reconstruction and Development (EBRD) supported Romania in delivering its second successful renewable energy auction under the CfD scheme. This surpasses the national target of 3.5 GW set under Romania's Recovery and Resilience Plan (PNRR).
As of now, the specific firms or investors registered for the second auction of the CfD scheme in Romania have not been publicly disclosed. However, investors are invited to propose more wind farm projects for the new auction.
The price guaranteed for investors over 15 years in this new auction will be the maximum exercise price accepted in the previous auction, which was EUR 80 per MW. It is important to note that the lowest price asked by investors in the previous CfD auction was EUR 65.17 per /MWh.
The details regarding the exact date and specific rules for the new auction have not been specified in this article. The capacity to be auctioned will be determined by the Ministry of Energy based on an analysis and the expressions of interest received.
The largest project that qualified in the previous CfD auction has a capacity of 211 MW. The combined total from Romania's first and second CfD auctions is 4.2 GW. The auction is contingent on sufficient interest being expressed by the market.
