Larry Ellison, the chairman and CTO of Oracle Corporation, is part of the top three wealthiest people, with a net worth of $278 billion. Mark Zuckerberg, the CEO of Meta (banned in Russia as extremist), is also part of the top three wealthiest people, with a net worth of $260 billion.

The Index is based on the stock price of companies owned by billionaires. However, the net worth of these individuals can fluctuate daily, as indicated by the changes in the wealth of the aforementioned Russian billionaires.

In other news, Meta, previously known as Facebook, has been banned in Russia due to its recognition as extremist. This ban might have contributed to the decrease in the net worth of some Russian billionaires with significant stakes in technology companies.

The BBI rating includes 500 wealthiest people, but only 10 of them are mentioned in the provided bullet points. As of the provided information, no Russian billionaire is among the top three wealthiest people in the world.
