Social change advocated - "implications suggest reductions"
Friedrich Merz, the Federal Chancellor, has underscored the urgency of reforming social security systems, emphasising the need for budget savings and changes to promote employment and growth. In a recent statement, Merz highlighted that the expenditure of public budgets cannot continue to grow indefinitely, and the social security systems need changes to ensure their sustainability.
The black-red coalition, comprising Merz's Union and the SPD, has agreed on a work plan with several legislative projects to be implemented after the summer break. This includes a reform of the Bürgergeld (unemployment benefit) and basic social security, aiming for significant cost savings and better work incentives.
Labour Minister Bärbel Bas intends to propose tougher sanctions for recipients who do not cooperate and present reform proposals by October. The targeted savings are expected to be between 1.5 to 3 billion euros annually, while Chancellor Merz demands about 5 billion euros in yearly savings in total social spending, including Bürgergeld, pensions, health, and care systems.
Merz has also emphasised the importance of personal responsibility as part of the reforms. He criticised politics for living beyond our means for years, stating that if municipalities are no longer capable of acting and basic public services can no longer be guaranteed, "then democracy goes down first there."
To relieve the burden on municipalities, a regulation will come into force at the beginning of 2026, providing aid for municipal old debts. The coalition also plans to change income limits for social contributions in 2026 to increase contributions from higher earners.
Johannes Fechner, parliamentary business manager of the SPD Bundestag fraction, expressed criticism against Merz's statements on social reforms, stating that they do not fit with the factual discussions of the coalition factions. However, Merz made it clear that despite the disagreements, it is part of being in a coalition to negotiate the right path, and that they are in a joint government to ensure the success of this joint government.
The coalition has also agreed on closer coordination after much dispute and mishaps. Merz said that the system we have today cannot be sustained with what we earn, and it is crucial that the health, care, and pension insurance systems should remain capable of performance and not be overwhelmed in the future. The black-red coalition is targeting several legislative projects for the fall, with the aim of ensuring a chance at prosperity and secure jobs for the younger generation.
