In a move aimed at ensuring that taxpayer dollars are not squandered on programs that erode the values held by Kentucky families, David Walls, the executive director of the Family Foundation, has called for immediate and decisive action from Gov. Andy Beshear's administration.

Walls' plea comes in response to a directive from the U.S. Department of Health and Human Services (HHS) and its Administration for Children and Families (ACF), which oversees the Personal Responsibility Education Program (PREP). The HHS has ordered 46 states and territories, including Kentucky, to remove all references to gender ideology from federally funded sex education programs within the next 60 days.

The HHS and ACF's directive is part of a push to restrict gender ideology in education programs. California's PREP grant was terminated last week by the ACF for refusing to comply with the requirement.

Kentucky currently receives $1.4 million in PREP funding and has until Oct. 27 to submit a revised curriculum. If the state fails to act, Walls has urged the people of Kentucky to demand accountability from the Beshear Administration.

Addia Wuchner, executive director of Kentucky Right to Life, also joined the call, urging state officials to comply with the directive and remove gender ideology from classrooms. Wuchner emphasised the need for age-appropriate, fact-based health education to be restored in Kentucky's classrooms.

Acting Assistant Secretary Andrew Gradison stated that federal funds will not be used to advance dangerous ideological agendas or poison the minds of the next generation. The Trump Administration aims to ensure that PREP reflects the intent of Congress, not the priorities of the left.

Details on how much funding each state and territory could forfeit can be found on the ACF's website at acf.gov/PREP-State-Funding-Data. The letters to all 46 states and territories can be found on the ACF's website at acf.gov/08.26.25-Combined-PREP-Letters.

The person responsible for deciding whether Kentucky continues to receive federal funds for sexual education programs after removing all references to gender identity within the next 60 days is the federal official or agency overseeing the grant, typically the U.S. Department of Education or a designated federal program administrator.

Kentucky Today has reached out to the governor's office for comment regarding the issue. If the General Assembly needs to intervene to correct the alleged misuse of educational resources, it will do so when they reconvene in Frankfort.
