U.S. Imposes Financial Restrictions on Palestinian Non-Governmental Organizations due to Investigations by the International Criminal Court

The United States has taken a firm stance against the International Criminal Court (ICC) and its investigations into Israel, imposing sanctions on three Palestinian NGOs: Al-Haq, Al Mezan Center for Human Rights, and the Palestinian Centre for Human Rights.

On September 4, 2021, U.S. Secretary of State Antony Blinken designated Al-Haq for sanctions under Executive Order 13224, citing allegations that it provides support for ICC investigations against Israeli nationals. This move is the latest in Washington's efforts to hobble the ICC.

These Palestinian NGOs have been directly involved in efforts to investigate, arrest, detain, or prosecute Israeli nationals by the ICC, without the consent of Israel. The U.S.'s designation of these NGOs as entities that assist the ICC's investigations into Israel remains in effect.

The U.S. has been critical of the ICC's efforts to prosecute Israeli officials, expressing opposition to the court's politicized agenda, overreach, and disregard for the sovereignty of the United States and its allies.

Amnesty International has condemned the U.S. move as a "deeply troubling and shameful assault on human rights and the global pursuit of justice." Secretary of State Marco Rubio has made statements regarding the U.S.'s stance on the ICC and the Palestinian NGOs, but the U.S. has not specified whether its stance on the Palestinian NGOs will affect its relationship with them moving forward.

The international community continues to watch closely as the U.S. implements its strategy to undermine the ICC's investigations into Israel. The ICC has sought arrest warrants for Israeli officials over alleged war crimes in Gaza, adding to the ongoing debate surrounding the U.S.'s strategy to limit the ICC's investigations into Israel.

The sanctions imposed on the Palestinian NGOs are a part of the U.S.'s broader strategy to undermine the ICC's investigations into Israel. The U.S. has not provided explicit consent for the ICC's investigations into Israeli nationals, further fueling the contention between the U.S. and the ICC.

The move comes amidst ongoing debate and condemnation from various organizations, including Amnesty International, who view the U.S.'s actions as a threat to human rights and the global pursuit of justice. The U.S.'s stance on the ICC's investigations into Israel remains a point of contention, as previously mentioned.
