Unveiled: Extensive IPTV Piracy Network Encompassing Over 1100 Web Domains

A significant IPTV piracy network, spanning over 1100 domains and 10,000 IP addresses, has been uncovered by cybersecurity researchers at Silent Push. The operation, which has reportedly impacted more than 20 well-known entertainment and sports brands, will be the focus of a webinar titled Stopping Piracy Distribution Networks at Scale to be held on September 23, 2025.

The network under investigation is known to use private infrastructure for content distribution, making it harder to track and more prone to large-scale piracy. According to Silent Push, the number of IP addresses in the piracy network exceeds the number of domains, a pattern consistent with IPTV networks.

Investigators traced the network back to multiple sites, with technical fingerprints and social media accounts linking them to Neamati, a key figure in the operations, and his companies. One individual, Nabi Neamati of Herat, Afghanistan, has been identified as a key figure in the operations, with evidence suggesting that Neamati owns Tiyansoft and has managed domains associated with the network.

The pirated services offered by the network provide premium content at heavily discounted rates, sometimes advertising thousands of channels for as little as $15 per month. Silent Push has observed no evidence to suggest that some media companies may have a licensing agreement with the IPTV network. However, the company "eBookers" has been identified as one that benefited by providing unlicensed content.

The webinar will also discuss the Silent Push investigation's findings linking the piracy network to two companies profiting from hosting unlicensed content - XuiOne and Tiyansoft. According to prior studies, pirated IPTV streams and related content generate billions of dollars each year. The webinar will provide insights into the impact of such networks on the entertainment industry and the steps being taken to combat this issue.

Silent Push emphasized that final confirmation of the network's content being entirely unlicensed depends on responses from the affected media companies. The webinar, hosted by Silent Push, aims to raise awareness about the issue and foster collaboration between industry stakeholders to curb piracy.

A website connected to the network, JVTVlive, claimed to run 2000 servers in 198 countries, a claim that appears accurate based on Silent Push's data. The webinar will provide an opportunity for the public to learn more about the extent of the piracy network and the efforts being made to combat it.
